Base Mainnet gasLimit will increase from 187.5Mgas/s to 200Mgas/s on Wednesday March 25th.

This will be achieved by the following parameter changes:
- Increasing gasLimit to 400_000_000 (this is a per block parameter)
- Decreasing the 1559 elasticity multiplier from 6 to 5
- Decreasing the 1559 denominator from 125 to 100

*NOTE*: This will result in a higher gasTarget, from 62_500_000 to 80_000_000 per block.
