Base Mainnet Gas Limit increase from 75Mgas/s to 100Mgas/s

Base Mainnet gasLimit will increase from 75Mgas/s to 100Mgas/s on Wednesday Oct 29th, between 15:00 and 17:00 UTC.

This will be achieved by setting the gasLimit parameter to 200_000_000 per block, as well as increasing the 1559 elasticity multiplier to 4 in order to maintain the existing gas target of 50_000_000 per block.
